A memorandum to promote the development and reform of human resources of social security of Chengdu was inked between the Chengdu Municipal Government and the Ministry of Human Resources and Social Security on June 23. A series of new policies of the Chengdu city’s employment situation, social security, labor force and human resource cultivation are mentioned in the memo.
In 2012, full employment will be realized in the city; the average new employed population will increase 120 thousand per year; over 100 thousand farmers will be migrated each year.
The Chengdu city will improve the stable employment policy for the migrant workers. The vacancies suitable for rural labor force will be developed. The unemployed insurance for migrant workers will be popularized. The rural labor force will be encouraged to working in the non-agricultural industry. The rate of population working in the non-agricultural industry will hit 80% in 2012.
In the memo, the Ministry of Human Resource and Social Security expressed that Chengdu will be listed in the national pilot city to realize the new rural endowment insurance. In 2012, the endowment insurance will cover all the population in the rural areas of Chengdu.
Meanwhile, the basic medical treatment insurance will cover all people in rural and urban areas of Chengdu.
The city will establish the human resources bank of West China. The memo mentioned that Chengdu will be listed in the cities to implement the innovative human resource policies. The measures to cater to advanced talent and urgent talent for the key construction items and post-disaster reconstruction will be promoted. The human resource fair and talent summit will also be held annually or biennially in Chengdu.
