Chengdu held a working conference on quake relief materials supervision and inspection on June 24, pledging to ensure all the relief materials to be used in the disaster area and for the people in the area.
Secretary of the CPC Chengdu Municipal Government Li Chuncheng laid down principles for the management of the relief materials. Firstly, the government should strengthen their supervision and inspection on the field with concentrated funds and materials, highly concerned by society and problems easy to occur, put emphasis on monitoring of allocation, distribution and use of the subsidy, relief grain, basic living expense for the orphans, lonely elderly people and lonely disabled people and consolation compensation on the death, etc, take seriously on the work of reconstruction planning making, major project-establishment, large fund appropriation and purchase of large-quantity materials, etc., and improve the management of the fund and materials in the grass-root government, especially the township and village governments; secondly, the government should further perfect the monitoring mechanism and improve efficiency of the system of administration and dealing complaints, supervision and management on post-disaster public bidding for investment; thirdly, the government should strengthen publicity and public announcement, establish and put into practice the publicity system on relief funds and materials management and use, and make public the distribution, the accounts and the formalities of the relief funds and materials; fourthly, the government should take seriously on implementation of the Rule Pertaining to Punishment for Irregularities in Management and Use of Relief Fund and Materials, make clear the letter and visits channel of the mass and establish fast treatment mechanism.
