The Chengdu city’s disaster relief goods guarantee departments and relief goods transfer stops have carried out many measures to ensure the reasonable allocation of the relief goods and avoid withholding or embezzling quake relief funds and supplies.
To strengthen the management of the relief supplies, the relief goods guarantee branch of the city’s disaster relief headquarters set up several teams in charge of the allocation of the relief goods, including the relief goods accepting and allocating, ermergency goods stock, surveillance and information collecting teams. Over 20 municipal governmental departments participate in the monitor and management of the usage and allocation of the relief supplies.
Once any misconduct is revealed, it must be dealt with quickly and harshly and made known to public, and those with absence of duty would also be severely punished.
Besides, via a perfect logistics procedure, the relief goods from places around the country are transfered from Chengdu Airport Logistics Base to the disaster-stricken areas. To avoid the loss of the relief goods, the transfer stop enacted strict flow to management the input and output of the goods. Other large scale relief goods transfer stops in the city include halls of Chengdu International Exhibition and Convention Center, tax-free logistics center in the Hi-tech Zone. These transfer stops have designated several advanced logistical enterprises in charge of management and storage of the relief goods.
In Dujiangyan, all the relief goods are registered at the relief goods allocation center managed by Dujiangyan Municipal Government. The donated medicine and food should be surveyed by authority institutes before allocated to the victims. In the allocation center, nine teams including guidance, registration, allocation and surveillance take charge of the 24-hour management and distribution of the relief goods. Although many governmental departments are ravaged in the earthquake, the distribution of the relief goods still follows the principle that the demand of ordinary victims should be met preferentially.
Meanwhile, Chengdu Municipal Discipline Inspection Committee and Chengdu Supervision Bureau announced the telephone number for complaints from citizens. People can dial 86632595 (for working day) and 61885111 (for night and holidays) or login www.Cdbos.chengdu.gov.cn to complain any misconduct in the relief work.
