On May 28, Ren Junnian, vice secretary of Sichuan Provincial Discipline Inspection Committee, made a report to the public on monitoring situation of relief money and materials of the province. He said that the discipline and supervision department of the province will focus on dealing with the cases of absence without leave, mal-execution of officials in the management of relief materials. Currently, the province is framing in earnest Punishment Measures on Mistakes in Management of Earthquake Relief Donations.
On May 26, the provincial earthquake relief headquarter began to recruit supervisors from the public, and more than 1,700 people have signed up for the posts, among whom a lot of are from other provinces or abroad. The key institutions for appropriating relief materials will hold press conferences in time to ensure publicity and transparency of the supervision work. For the relief money and materials, especially major funds and materials, the competent institutions shall make registrations in time and give feedback to the donators.
From May 14 to 27, the provincial discipline inspection committee and supervision department received 2,233 cases of complaints on the problems of quake relief work, among which 2,101 cases were from phone complaints, 132 from website. Since the opening of the phone complaint hotline on May 26, the number of complaints has been 16 times than in the past.
There are five kinds of major problems being complained, firstly, using relief tents and other materials improperly, accounting for 26% of the total complaints; secondly, exaggerating disaster situation and making fraudulent claims on relief materials, accounting for 21%; thirdly, keeping, slow-moving, skimping, appropriating relief money and materials unfairly, accounting for 15%; fourthly, a few officials do not do their jobs well, accounting for 13%; fifthly, driving up prices and obtaining sudden huge profits through quake relief, accounting for 11%. In addition, there have been also a lot of phones calls from the disaster area to seek help.
