Huang Xiaoxiang , Vice Governor of Sichuan Province
Huang Xiaoxiang was born in Chongqing in June, 1956. He joined the Communist Party of China (CPC) in November, 1984, and started his career in August, 1974. Mr. Huang graduated from Department of Political Economics in the Graduate School of Chinese Academy of Social Sciences. He holds a PhD degree of economics, and is a senior economist as well as a PhD supervisor.
He had been an educated youth and a worker.

Mr. Huang is a deputy to the 10th NPC, a member of the 7th, 8th and 9th CPC Sichuan Provincial Committee, and a deputy to the 9th, 10th and 11th Sichuan Provincial People’s Congress.
Mr. Huang is responsible for commercial affairs, investment promotion, economic collaboration, Taiwan and Overseas Chinese affairs, quality and technology supervision, industrial and commercial administration, finance, private enterprises, and service industry.
Mr. Huang is in charge of the departments of provincial commerce department, provincial bureau of industry and commerce, provincial bureau of quality suerpvision , provincial bureau of investment promotion, Taiwan affairs office of provincial government, office of overseas Chinese of the provincial government, finance office of the provincial government, port office of provincial government, provincial office of credit cooperative, trade promotion council of Sichuan.
He serves as liaison with Chengdu Customs, Sichuan Entry-Exit Inspection and Quarantine Bureau, Chengdu branch of People’s Bank of China, Sichuan Administration of Foreign Exchange, Sichuan Banking Regulatory Bureau, Sichuan Securities Regulatory Bureau, Sichuan Insurance Regulatory Bureau, financial institution including policy banks, commercial banks, financial asset management banks, insurance companies, trust and investment corporations, securities agencies; Provincial Communications Administration, Sichuan Postal Administration, and the telecom corporations, Provincial Postal Company, Provincial Materials Group. He also serves as liaison with the Overseas Chinese Association of Sichuan, and the Federation of Industry and Commerce of Sichuan.
