  Functions:

  The scope of business of Sichuan Academy of Agricultural Science is: selection and cultivation of new varieties of grain crops and commercial crops as well as silkworms and fish; plant protection; soil and fertilizers; disaster resistance and disaster alleviation; sustainable development of regional agriculture; research on and application of high technologies such as biotechnology, remote sensing technology and testing technology to agriculture to serve for production and decision-making.

  Inner structures:

  I. General Office

  The General Office is the administrative body coordinating general affairs throughout the Academy. Its main responsibilities are: to convene and manage President administration meetings, supervise and inspect the enforcement of resolutions made by routine meetings of the Academy, draw up comprehensive documents of the Academy, formulate administrative rules and arrange the implementation thereof; to undertake the routine work of management by objective of the Academy and major receptions of visits to the Academy, and plan major activities and arrange comprehensive conferences held and convened by the Academy; to take charge of and coordinate administration and logistics in the Academy as well as administration of and logistical guarantee for organs in the Academy; to take charge of external publicity, network and information, documentary processing, the administration of seals and the administration of documents and archives of the Academy; to take charge of financial management in the Academy; and to take charge of work safety and security, and take comprehensive measures to ensure public order. 

  II. Office for Party-and-Mass Relations (simultaneously known as the Office for the Party Committee of the Academy, the Party Committee of the Academy, the Trade Union of the Academy, and the Committee of the Communist Youth League )

  The Office for Party-and-Mass Relations is the administrative body coordinating affairs in relation to the Party and mass organizations. Its main responsibilities are: to take charge of the publicity of the Party’s principles, general and specific policies and relevant laws and rules; to ensure adherence to the Party’s ideology and complete tasks of the construction of Party organization; to inspect and supervise grassroots Party organizations’ enforcement of the Party’s democratic centralism system and compliance with policies in relation to Party organization and democracy; to undertake affairs in relation to Party organization, publicity, the united front as well as the daily work of the Party Committee of the Academy; to take charge of the organization and administration of the Communist Youth League in the Academy; to undertake the daily affairs of the Party Committee of the Academy and confidentiality; and to organize and administer trade unions and women’s associations in Chengdu attached to the Academy, and provide guidance on the operation of trade unions and women’s associations attached to institutes outside Chengdu.

  III. Office for Personnel and Labor 

  The Office for Personnel and Labor is the administrative body engaging in affairs in relation to cadre and personnel, salary and reform of professional titles. Its main responsibilities are: to undertake the selection, employment, removal, assessment and education of cadres and the cultivation of back-up cadre teams, as well as the assessment, movement, deployment and employment of staff in the Academy; to undertake recommendation of talents, the management of experts, arrange continuing education and on-the-job training for the staff, and take charge of the daily administration of the post-doctoral station; to take charge of the assessment and employment of professional technicians in the Academy; to take charge of the establishment of organs, personnel establishment, salary plans and technical training for the workers; to take charge of political examination of the staff planning overseas visits; and to take charge of the management of personnel files of the staff of Chengdu domicile and cadres of leading and assisting roles of divisions or equivalents of non-Chengdu domicile.

  IV. Office for Science and Technology (simultaneously known as the Office for Breeding of Crops of Sichuan Province)

  The Office for Science and Technology is the administrative body for science and technology in the Academy. Its main responsibilities are: to undertake the administration of the breeding of crops throughout Sichuan Province; to work out programs of scientific research in the Academy; to make efforts to acquire research, demonstration and popularization projects in agriculture and science and manage such projects; to take charge of the appraisal, registration and report of scientific and technological achievements in the Academy; and to arrange academic exchanges and keep in contact with other academic associations.

  V. Office for Science and Technology Industry (simultaneously known as the Office for Intellectual Property of Sichuan Academy of Agricultural Science)

  The Office for Science and Technology Industry is the administrative body for industrialization of science and technology. Its main responsibilities are: to work out development programs for science and technology industry, and administer and provide guidance to enterprises whose shares are held by the Academy; to arrange the appraisal, registration, report, protection and development of intellectual property of profit-making nature; to report, examine and manage projects using the development funds of the Academy; to organize and manage projects of international economic cooperation of the Academy; to manage state-owned profit-making assets of the Academy; and to examine contracts of major technological development in the Academy and attached institutes as well as proposals of enterprise restructuring and establishment. 

  VI. Office for Scientific and Technological Cooperation (simultaneously known as the Office for Foreign Affairs of Sichuan Academy of Agricultural Science and the Research Centre for Rural Development of Sichuan Academy of Agricultural Science)

  The Office for Scientific and Technological Cooperation is the administrative body for the popularization of technological achievements and international scientific cooperation. Its main responsibilities are: to make efforts to acquire demonstration and popularization projects of science and technology from financial departments and development and reform commissions and manage such projects; make efforts to acquire research projects of international cooperation, manage such projects and conduct foreign exchanges in respect of such projects; to demonstrate, popularize and publicize new varieties, new techniques and new products of the Academy; to encourage experts in the Academy to serve for mass production and establish technological cooperation between the Academy and cities (counties); to take charge of the administration, coordination and enforcement of poverty relief through science and technology; and to arrange research on rural economic development. 

  VII.  Office for Condition Improvement and Finance

  The Office for Condition Improvement and Finance is the administrative body for planning and finance as well as improving the conditions for scientific research and living. Its main responsibilities are: to work out administrative rules for improving conditions and finance, administer affairs in relation to improving conditions and finance, and provide guidance on accounting affairs; to arrange the preparation of budgets and final accounts of the Academy and attached institutes and supervise such institutes’ enforcement thereof; to make plans on investment to basic construction in the Academy and manage such construction projects, and examine, urge and perform construction projects and plans; to manage state-owned non-profit-making assets; to make efforts to acquire special expenses for basic construction; and to administer affairs in relation to government procurement in the Academy.

  VIII. Office for Retired Staff

  The Office for Retired Staff is the administrative body for retired staff of the Academy. Its main responsibilities are: to provide guidance on the administration in relation to retired staff in all units attached to the Academy and supervise and inspect the enforcement of policies on retired staff; to organize activities for retired staff and give play to their roles; to offer routine service to retired cadres in the Academy and retired cadres at the level of the Academy or equivalents, and to provide guidance on the operation of associations for retired officials of all units.

  IX.  Office for Supervision and Auditing

  The Office for Supervision and Auditing is the administrative body for the Commission of Disciplinary Inspection of the Academy, under the duel leadership of the Academy and higher competent authorities, as well as the administrative organ for Party conduct, Party discipline, supervision, inspection and administrative auditing. Its main responsibilities are: to take charge of the publicity and education of Party conduct, Party discipline, anti-corruption struggle, State policies, laws and rules, and take charge of the enforcement of such policies, laws and rules; to deal with charges and complaints against violations of the Party’s Constitution and other Party disciplines, State policies, laws and rules from both Party members and the public; to take charge of the auditing of financial projects, and tender invitation and bidding of construction projects; to take charge of the auditing of economic effects and economic responsibilities of leaders and cadres in the middle and at the end of their terms, based on the administrative powers of the cadres; and to take charge of the auditing of assets and liabilities, profit and loss of enterprises whose shares are held by the Academy.
