Foreign Affairs Office of Sichuan Province

  Functions:

  (1) To implement and enforce state foreign-related laws, regulations, policies and principles, as well as instructions and decisions concerning foreign affairs made by Sichuan Provincial Committee of the CPC and Sichuan Provincial Government.

  (2) To formulate provincial regulations with respect to foreign affairs; to formulate planning of foreign affairs as well as specific measures and rules concerning relevant foreign affairs policies; to inspect the implementation of foreign-related laws, regulations, policies and principles throughout Sichuan Province; and to take charge of foreign affairs and major foreign-related activities in Sichuan Province.

  (3) To conduct investigations and studies related to foreign affairs emphasizing on economic and social development and opening-up in Sichuan Province, with a view to making advice and recommendations for the decision-making of Sichuan Provincial Committee of the CPC and Sichuan Provincial Government on foreign affairs; and to serve economic construction and social development of Sichuan Province by utilizing channels of international exchanges.

  (4) To have centralized management over matters in relation to overseas visits for official purposes; to examine and verify relevant matters involving foreign affairs submitted to Sichuan Provincial Committee of the CPC and Sichuan Provincial Government for approval by provincial departments and cities (or prefectures); to submit to higher authorities for approval the overseas visits of provincial-level cadres and invitation to visit Sichuan Province to foreign officials whose ranks are equivalent to the assisting roles of provinces or above in China; to submit to higher authorities for approval the overseas visits for official purposes of officials of divisions or counties in Sichuan Province under the authorization of the Central Government; to examine and approve the overseas visits for official purposes of officials of leading and assisting roles of departments or equivalents; to issue mission documents for the officials going on overseas visits for official purposes in accordance with relevant regulations; to issue, reclaim and administer passports for official purposes in Sichuan Province; and issue visa notices for invited visiting foreigners and deal with other consular affairs.

  (5) To be responsible for the reception of state guests, Party guests and other important foreign guests on visits to Sichuan Province; to take charge of the reception of foreign diplomats in China who come to Sichuan Province for official activities; to give comprehensive and coordinated arrangements of foreign-related activities for leaders of Sichuan Provincial Committee of the CPC, the People¨s Congress of Sichuan Province, Sichuan Provincial Government and the People¨s Political Consultative Conference of Sichuan Province; and to examine and submit to higher authorities for approval international conferences to be held in Sichuan Province.

  (6) To keep informed of and check up the overseas visits for official purposes of delegations and officials of Sichuan Province and their activities in foreign countries; to sum up, on a regular basis, information about overseas visits for official purposes and foreign officials¨ visits to Sichuan Province and submit written reports in this regard to Sichuan Provincial Committee of the CPC, Sichuan Provincial Government, the Ministry of Foreign Affairs and the Central Foreign Affairs Office; to keep informed of the situations of nd problems in foreign affairs of Sichuan Province and report important issues to higher authorities in a timely manner and offer corresponding suggestions and measures.

  (7) To administer foreign consular institutions in Sichuan Province subject to authorizations; to have negotiations with foreign consular institutions which are located in Sichuan Province or whose consular districts cover Sichuan Province; to have overall arrangement and administration of communications between the departments and units of Sichuan Province and foreign consular institutions in Sichuan Province; and to administer organizations offering services to foreign consulates and other foreign official institutions in Sichuan Province.

  (8) To be responsible for contact and communications with foreign sister cities, sister provinces, prefectures, counties and other friendly units; to submit to higher authorities for approval the establishing of external friendly relations; and to provide guidance on non-governmental exchanges with foreign countries.

  (9) To be responsible for the administration of visiting foreign journalists who come to Sichuan Province for interviews; to provide guidance to relevant departments and units in Sichuan Province in respect of relevant affairs of interview activities of foreign journalists; and to administer foreign resident press institutions and their journalists in accordance with the provisions of the State Council and relevant departments.

  (10) To provide guidance to relevant departments of Sichuan Province in respect of the administration of foreign experts; and to deal with or assist relevant departments in dealing with major issues involved in the administration of foreigners.

  (11) To be responsible for educating and training cadres and officials in foreign affairs administration in respect of foreign policies and foreign affairs disciplines; to sum up and exchange experiences on foreign affairs in Sichuan Province; to provide guidance on operation of foreign affairs agencies in cities (or prefectures) and provincial departments; to be responsible for the routine affairs of the associations affiliated to the Foreign Affairs Office of Sichuan Province; to administer external exchange activities of the associations; to take charge of the review and assessment of senior titles in the translation fields; and to select and recommend excellent foreign affairs cadres and logistics workers to work in Chinese embassies and consulates abroad.

  (12) To cooperate with relevant departments in the work of external publicity and education of foreign affairs to the public; to provide relevant departments with propaganda materials concerning international situations, foreign policies and major international issues, in light of relevant documents and materials stipulated by the Central Committee of the CPC, the State Council and related competent departments; and to review news reports and other relevant documents with respect to major foreign-related activities in Sichuan Province.

  (13) To comply with the Guidelines of Foreign-related Personnel; to cooperate with disciplinary inspection departments, supervision departments and confidentiality departments to examine the enforcement of foreign affairs disciplines and confidential system; and to give in a timely manner opinions and suggestions to relevant departments on the disposal of violations of foreign affairs disciplines.

  (14) To lead the administration of affairs involved in non-traditional securities and relevant investigations and research; and to work out relevant policies, regulations, solutions, measures and emergency response schemes.

  (15) To lead or assist with the disposal of consular protection matters for Chinese citizens abroad and cases involving foreigners in Sichuan Province; and to see to the disposal of or assist in the disposal of major foreign-related incidents and emergency incidents in Sichuan Province.

  (16) To administer Hong Kong and Macao affairs in Sichuan Province ; to provide coordination and administration on cooperation and exchanges with Hong Kong and Macao; to formulate relevant policies and regulations in relation to Hong Kong and Macao affairs in Sichuan Province; to examine and approve the missions of visits to Hong Kong and Macao for official purposes throughout Sichuan Province; to issue, reclaim and manage exit-entry permits of Hong Kong and Macao travels for visits for official purposes; to take charge of contacts and exchanges with organizations in Sichuan Province set up by the governments of Hong Kong and Macao Special Administrative Regions; to coordinate and deal with emergency incidents involving Hong Kong and Macao; and to submit to higher authorities for approval the invitation to governmental officials of Hong Kong and Macao and other relevant personnel to visit Sichuan Province and take charge of the reception thereof.

   (17) To undertake other tasks assigned by Sichuan Provincial Committee of the CPC, Sichuan Provincial Government, the CPC Central Committee and relevant departments of the State Council; and to be responsible for the daily work of the Leading Group for Foreign Affairs of Sichuan Provincial Committee of the CPC.

  Internal structure:

  The Foreign Affairs Office of Sichuan Province consists of ten agencies and the Party Committee.

  (1) The Secretariat

  The Secretariat shall be responsible for such routine affairs as general coordination, objective management, inspection and supervision, secretarial work, file-keeping and confidentiality. The Secretariat shall deal with letters and visits from the public and take charge of the management of operational expenses and fixed assets of the Office. The Secretariat shall keep informed of foreign affairs situations throughout Sichuan Province and provide information related to foreign affairs. The Secretariat shall keep informed of international situations and China¨s external relations development, conduct research on complementary advantages of international cooperation, and provide consultations for decision-making on opening-up and reform and development of foreign affairs in Sichuan Province. The Secretariat shall make studies into new situations and issues in the implementation of policies and regulations concerning foreign affairs, and put forward solutions thereto. The Secretariat shall take charge of information management concerning foreign affairs and provide guidance on research work on foreign affairs throughout Sichuan Province. The Secretariat shall draft comprehensive documents in relation to foreign affairs and compile the Sichuan Foreign Affairs Newsletter.

  (2) The Office for Consular Affairs

  The Office for Consular Affairs shall administer foreign consular institutions in Sichuan Province subject to authorizations. The Office for Consular Affairs shall be responsible for negotiations with foreign consular institutions. The Office for Consular Affairs shall provide overall arrangement of exchange activities between the departments and units of Sichuan Province and the foreign consular institutions located in Sichuan Province. The Office for Consular Affairs shall approve and issue travel notifications to consulates and foreigners. The Office for Consular Affairs shall deal with consular authentication and applications for authentication in Sichuan Province. The Office for Consular Affairs shall deal with applications for diplomatic visas, courtesy visas and service visas for foreigners visiting Sichuan Province. The Office for Consular Affairs shall deal with political foreign-related matters in this region. The Office for Consular Affairs shall assist relevant departments in dealing with major foreign-related cases and incidents. The Office for Consular Affairs shall examine and issue corresponding notices for visas to foreigners invited to visit Sichuan Province by relevant provincial departments. The Office for Consular Affairs shall provide guide to relevant departments in respect of the administration of foreign experts.

  (3) The Office for Overseas Visits Administration

  The Office for Overseas Visits Administration shall administer related work concerning overseas visits for official purposes. The Office for Overseas Visits Administration shall draft policy documents with respect to the management of overseas visits for official purposes. The Office for Overseas Visits Administration shall examine and approve overseas visits for official purposes throughout Sichuan Province. The Office for Overseas Visits Administration shall submit to higher authorities for approval the overseas visits of provincial-level cadres. The Office for Overseas Visits Administration shall be responsible for such daily affairs of the Leading Group for Foreign Affairs of Sichuan Provincial Committee of the CPC as investigations, conference organization and coordination. The Office for Overseas Visits Administration shall issue, reclaim and manage passports for overseas visits and exit-entry permits for Hong Kong and Macao visits. The Office for Overseas Visits Administration shall examine and verify visa application materials related to overseas visits for official purposes. The Office for Overseas Visits Administration shall be responsible for the issuance of exit permits.

  (4) The Office for European and American Affairs

  (5) The Office for Asian, Oceanian and African Affairs

  The Office for European and American Affairs and the Office for Asian, Oceanian and African Affairs shall be respectively responsible for contacts and communications with countries in Europe, America and Asia, Oceania and Africa. Specific duties include: to arrange visits to relevant regions and countries for provincial-level cadres; to keep informed of such information as in politics, economics, science and technology and culture in relevant regions and countries and provide consultations for decision-making of Sichuan Province on the exchanges with relevant regions and departments; to serve as a bridge for economic and scientific sectors and enterprises and public institutions in the realization of relevant projects; to be responsible for matters in relation to sister cities relationships and friendly activities between relevant regions and countries and Sichuan Province and its cities (or prefectures); and to deal with and coordinate exchanges between Sichuan Province and relevant regions and countries.

  (6) The Office for Protocol and Press 

  The Office for Protocol and Press shall formulate regulations in relation to protocol matters in Sichuan Province. Specific duties include: to see to the protocol standards of foreign affairs throughout Sichuan Province; to plan and arrange foreign affairs activities attended by provincial-level cadres; to invite and receive, on behalf of the leaders of Sichuan Province, foreign guests whose ranks are at or above the minister level in foreign governments and parliaments; to arrange official activities in Sichuan Province for personnel from the foreign embassies in China, the EU delegations in China and the institutions of the United Nations; to be responsible for reception of important foreign state guests and party guests visiting Sichuan Province; to provide guidance on the work in receiving foreign counterparts in Sichuan Province; to take charge of relevant issues concerning interviews conducted by foreign journalists and news institutions in Sichuan Province; to collect all kinds of information after interviews conducted by foreign journalists; to carry out cultural exchanges with foreign local governments and associations in the fields of external news publicity; to join with relevant departments in examining cultural exchange programs by foreign countries and regions; to administer important news coverage regarding foreign affairs; to examine important foreign-related documents and to provide propaganda materials concerning relevant international situations and external policies; to provide guidance to and cooperate with the foreign affairs system in Sichuan Province in respect of external publicity; and to supervise and inspect the implementation of the principles and policies concerning external publicity in foreign affairs system in Sichuan Province.

  (7) The Office for International Affairs

  The Office for International Affairs shall take the lead in the disposal of affairs involving non-traditional securities. The Office for International Affairs shall conduct relevant research and investigations and work out related policies and regulations. The Office for International Affairs shall examine and submit to higher authorities for approval the holding of international conferences in Sichuan Province. The Office for International Affairs shall take the lead in dealing with or assist in dealing with the major foreign-related cases (incidents) and emergency incidents in Sichuan Province. The Office for International Affairs shall protect the legitimate rights and interests of overseas citizens and enterprises of Sichuan Province.

  (8) The Office for Hong Kong and Macao Affairs

  The Office for Hong Kong and Macao Affairs shall formulate relevant policies and regulations of Sichuan Province in relation to Hong Kong and Macao affairs. The Office shall plan, coordinate and administer the cooperation and exchanges with Hong Kong and Macao. The Office shall examine and approve the missions of visits to Hong Kong and Macao for official purposes. The Office shall be responsible for the invitation, submission to higher authorities for approval and reception of visits by governmental officials and relevant personnel from Hong Kong and Macao. The Office shall take charge of contact and exchanges with organizations located in Sichuan Province set up by the governments of Hong Kong and Macao Special Administrative Regions. The Office shall coordinate and deal with contingencies and emergency incidents involving Hong Kong and Macao; and to undertake the tasks assigned by the Office of Hong Kong and Macao Affairs of the State Council, the Liaison Office of the Central Government in Hong Kong and Macao, the Office of the Commissioner of the Ministry of Foreign Affairs of the People¨s Republic of China in Hong Kong and Macao and the leaders of Sichuan Province.

  (9) The Office of Personnel

  The Office of Personnel shall take charge of cadre and personnel affairs and institutional establishment in the Foreign Affairs Office of Sichuan Province and the subordinate public institutions. The Office shall take charge of the review and assessment of senior titles in the translation fields. The Office shall select and recommend excellent cadres and logistic workers in foreign affairs to work in Chinese embassies and consulates abroad. The Office shall take charge of professional training for cadres of foreign affairs in Sichuan Province. The Office shall be responsible for the administration of non-governmental associations affiliated to the Foreign Affairs Office of Sichuan Province.

  (10) The Office of Retired Staff

  The Office of Retired Personnel shall be responsible for the administration and service for retired staff of the Foreign Affairs Office of Sichuan Province and provide guidance to subordinate units in respect of the administration of retired staff.

  (11) The Party Committee

  The Party Committee shall be responsible for Party-and-mass relations of the Foreign Affairs Office of Sichuan Province and the subordinate units.
