Sichuan Provincial Personnel Bureau

Major duties:

  1. Execute guidelines, policies, laws and legal regulation of personnel affairs; formulating provincial personnel affairs system reform planning, plans and management policies, as well as the organization and implementation; establish and carry out scientific personnel affairs management system based on legal regulations; direct, supervise and inspect the personnel affairs of the government system in the province; formulate policies concerning personnel affairs in the provincial institutional reform; participate in the research and management of the provincial administrative management system, institutional reform and institutional formation; participate the research on the personnel affairs system reform in the enterprises.

  2. Responsible for provincial planning and development of human resources; responsible for the macro planning, structural adjustment and integrity management of the employees in the provincial government authorities and entities; formulate employees and wages plan for the provincial government authorities and entities.

  3. Responsible for the integrate management of the technical and non-technical professionals and the building of technical and non-technical professionals team; administrating the title granting for technical and non-technical professionals in the province, and improve the retaining system of technical and non-technical professionals and qualification examination of professionals, promote professional certification for opening business; responsible for senior professionals planning and the fostering, selection and management of experts; responsible for the management and coordination of postdoctoral, as well as the management of work or settlement of foreign (returning) experts in the province; responsible for the allocation, job adjustment and scientific research financing assistance of the returned abroad studying students; responsible for the continuous education of the technical and non-technical professionals; formulate and implement management policies on backbone talents’ departure and arrival of the country, as well as on the employment of Chinese backbone talents by the foreign institutions in the province; formulating and implementing the regulation on the posts grading of the workers in the service departments and entities under the departments.

  4. Formulate the overall plan of the personnel affairs reform of the subordinated entities of the provincial service departments, and formulate and implement management policy on the employees, technical professionals and workers in the entities; formulate verification regulation on the employment contracts of the service authorities and their subordinated entities, as well as conduct verification for those employment contracts.

  5. Manage the civil servants in the province; responsible for improving the civil servants system in the province; formulate the policies and regulations on the employment test, performance assessment, training, awards, punishment, plea and accusation of the civil servants in the province, etc. as well as formulate and execute the implementation rules of some single legal regulations; direct and coordinate various areas and departments to implement national civil servant system.

  6. Undertake personnel appointment and deposal issues following legal procedures that are put forward to the standing committee of provincial people’s congress and provincial government to make decision.

  7. Formulate policies and regulations on the talents flows, to foster, develop and regulate human resource market, and to manage talents exchange service agencies; implement the market admittance criteria to overseas human resource agencies to enter the provincial talents market; responsible for the arbitrage of personnel affairs disputes; participate the employment reform of the graduates from higher learning institutions, as well as putting forward suggestions on the commanding allocation plans for those urgently needed by the nation, which should be guaranteed; formulate the policy on the job adjustment and reallocation for those specially needed by the nation and province; undertake the shifting and job allocation of Han cadres in Tibet and the three prefectures; responsible for the management of the Chinese employees in the Sichuan offices of the joint venture and foreign enterprises; formulating the policy on “The Transfer from Rural Residents to Non-Rural Residents” of the relatives of the technical professionals and managing staff in the service authorities and their subordinated entities.

  8. Managethe wages, welfare, retirement and resignation of the service authorities and their subordinated entities; formulate related policies and organizing the implementation; participate the policy research on the issues concerning wages and welfare of the employees in the service authorities and the subordinated entities in the system reform; participating the formulation of the retirement policy on the employees in the service authorities and the subordinated entities.

  9. Manage the government awarding and honoring work; formulate government honoring system and policy and organizing the implementation; direct and coordinate the provincial honoring work which involves all departments in the provincial government and examine the activities and personnel who are to be awarded and honored in the name of the provincial government.

  10. Formulate the policy, planning and training plan on the settlement of ex-military officers in the province and organize the implementation.

  11. Unify the management of importing foreign intellectuality into the province; formulating the development planning and plans for importing overseas intellectuality; formulating policy on importing overseas intellectuality and organizing the implementation; responsible for the verification management of the qualification of foreign experts in Sichuan Province; responsible for the overseas training of employees in the provincial departments and their subordinated entities.

  12. Responsible for the publicity, scientific research and information collection of the provincial personnel affairs.

  13. Undertake other tasks assigned by the provincial government.
