Major duties:
1.To consist with national policies and development plans to design provincial level economic and social development strategy and to formulate long-term, middle term and annual development plan; To design aims and policies for provincial economic development, to develop phase, and system adjustment; on behalf of the provincial government to report the provincial economic and social development plan to the provincial people’s congress.
2.To research on economic and social development trend, to forecast on macro economic development; to formulate suggestions on macro adjust polices based on the research on social and economic major problems at the provincial level; in charge of guiding, adjusting and managing provincial economic zone at macro level.
3.In charge of collecting and analyzing financial data of the province; formulate financial development strategy and polices; By taking economic levers that controlled directly by the provincial government i.e. finance, price, economic policies and information etc. to ensure the implementation of the provincial development plans.
4.To research on provincial economic reform and opening-up, formulate solutions for the problems; design general economic reform plan; guide and improve economic system reform on chosen sites.
5.To design general scale of provincial capital assets input, investment system and annual investment plan; formulate investment policies, design large scale projects; arrange financial investment, guide and monitor the usage of governmental loans; in charge of designing infrastructure construction projects in the province and feasibility analyze on those projects that invested by government i.e. industrial (includes domestic trade), agriculture, irrigation, transportation, railway, civil aviation, information technology projects etc.; guide civil investment to asset capital inputs; formulate plan on utilizing foreign investment; formulate projects list for guiding foreign investment in all aspects except industrial and commercial fields; exam and approve investment overseas; assign special staff on monitoring major and large scale projects.
6.To analyze provincial economic system, raise up suggestion on system reform in order to improve fair competition and common development of various economic elements; formulate provincial industries development strategy and plan for uplift and upgrade of industry system; research and adjust agricultural economy and agriculture development in order to designing agriculture development policies and plan; design energy and transportation development strategy at the provincial level; design plan for high technology development and improve industrialization and modernization of scientific and technological research achievements.
7.To analyze regional economy and urbanization for designing regional development plan and Western China development strategy.
8.To research and analyze market both in and out of the province and control the balance of the key commodities; design plan for importing and exporting major agricultural, industrial products and raw materials; managing reserve of important goods and commodities i.e. food, cotton etc. formulate modern logistics development strategy and plan; design policies for macro adjusting major commodities markets and raw materials markets in the province.
9.To formulate human resources and manpower development plan in order to improve family planning, science& technology, education, culture and medical care etc.; design polices for improving social development as economic development.
10.To improve sustainable development strategy; research on provincial resources exploitation and environment protection; take part in land planning.
11.To formulate polices on increasing job opportunities, adjusting income allocation and improve social security.
12.To design policies and regulations on provincial economic, social development and economic reform.
13.To design development plan for minority ethnic area; formulate policies together with other related departments in order improve sustainable development for minority ethnic area.
14.In charge of guiding and adjusting public biding for large scale projects in the province; supervise public biding for national or provincial large scale and important projects.
15.Assigned by provincial government manage provincial Price Bureau and provincial Food Bureau in order to monitor provincial price level and to maintain food balance in the province.
16.To fulfill other tasks given by the provincial government.
