Major duties:
1.To design and implement provincial rules, regulation and policies for sustainable industrial development.
2.To formulate provincial updated industrialization strategy for adjusting industrial system and allocation in the province; Formulate provincial sustainable industrial development strategy and policies; design and implement provincial industrial middle term, long-term and annual plan.
3.To take part in designing Western China Development strategy and adjustment of old industrial bases.
4.To monitor and analyze provincial industrial development trend; guide on planning and developing industrial park.
5.To research and formulate provincial regulation for following aspects: machinery, metallurgy, electrical power, pharmaceutical, beverage, food, gold, salt industry and package etc.; take part in designing industrial policies for electronic information, high-tech and energy industry; coordinate enterprises with solving problems on finance, credit and taxation etc.
6.In charge of investment on industrial technology updating and renovation in the province; design and implement middle and long-term plan for the provincial technology renovation; be responsible for the submitting, approval, confirmation and registration of the technical renovation projects according to the investment management purview, release guiding catalog for technology renovation and propose policy for encouraging technical renovation, supervise major projects for technology renovation.
7.To guide and encourage technology renovation and make research on large scale homemade equipments; formulate and implement provincial technology renovation projects plan; coordinate credit loan for the provincial technology renovation; supervise and improve the industrial informationalization system.
8.In charge of the macro control and giving guidance to the industrial enterprises, supervise the implementation of the major industrial policies, coordinate the rectification and burden-relief of the enterprises within the province, formulate provincial policies and plans for the development of small and medium sized enterprises; guide enterprises to build modern enterprise system; help with internal legal affairs of enterprises.
9.To analyze market trend, make research and map out the marketing and products promotion policy, increase the market share of provincial industrial products in the domestic market; make research on opening-up in the field of industrial sector; coordinate the international, inter-provincial and regional industrial economic exchanges, formulate the policy of foreign investment utilization in the industrial sector, and put forward the areas in which the foreign loans will put, give guidance for the expansion of self-export of industrial products. Organize industrial enterprises to assist related departments for the survey of industrial damages, promote and guide the across-region and across-trade cooperation and reorganization among enterprises.
10.In charge of controlling, distribution, and transportation of important commodities i.e. electric power, coal, oil and gas etc.; manage the reserve of medicine; guide and supervise producing and distribution of important goods under emergency situation.
11.To supervise enterprises for reform of shareholding system., audit the establishment of the shareholding company and monitor after its establishment. guide the reform of the enterprises and its listing on the stock market as well as the sound operation of the listed company, monitor provincial market of transaction of property rights.
12. Assigned by the provincial government to manage provincial Gold Bureau and provincial Salt Industry Bureau; laison the intermediate agencies in the industrial sector, supervise training for enterprises management staff and operation of vocational schools in the field of industry.
13.In charge of CPC party’s and personnel affairs in the committee, guide the building of the clean government and the discipline inspection.
14.To fulfill other tasks assigned by the provincial government.
