Major duties:
1.To carry out and implement the policies, laws and regulations made by the Central Committee or the state; to draft policies and regulations regarding the population growth and family planning of the province; to coordinate with other departments in making relevant social and economic policies and pushing forward the unified governance of population and family planning; to be responsible for outlining and implementing the plans of “the three combinations” in regard to family planning and of family planning for the floating population of the province.
2.To make the medium, long-term and annual plans for the population growth and family planning of the province in accordance with the birth control target set by the state ; to set up the target-oriented responsibility system for population growth and family planning and execute the examination and evaluation; to be responsible for family panning statistics and for organizing the focal-point inspection of the work of population growth and family planning of the province and participating in the analysis of and research on the population statistics of the province.
3.To organize the comprehensive and foresight research on important issues related to population growth and family planning ; to draft and implement the outlines of the scientific research on population growth and family planning and to organize the evaluation of the projects of scientific research on family planning.
4.To make plans of the promotion and education work related to population growth and family planning and to organize the implementation of the plans; to be responsible for conducting international exchanges related to family panning and population growth of the province and for the management of the family planning related international aid programs.
5.To conduct all-round management of the services of birth control technology; to guide the setup and management of the network of birth control service in the whole province; to make plans and regulations on birth control technology and birth-care services related to fertility, sterility and birth control; to coordinate with health related departments in upgrading the quality of the new-born population; to guide and supervise the use of birth control technology and the distribution of the medicine and tools for birth control.
6.To supervise and manage the finance and state assets of the organizations directly under the Commission; to be responsible for the supervision and management of the funds for family planning of the province.
7.To make and implement plans for the training and education of the workers in line with family planning.
8.To guide the work of social organizations related to family planning and the style of work of family planning lines of the province.
9.To strengthen the strategic and foresight research on such important issues as the size, quality and structure of population and its development tendency; so as to provide basis for making social and economic development plans of the province and to promote the harmonious and sustainable development of the population and the society.
10.To make policies and plans in regard to the population development; to coordinate with relevant departments in arranging the proper proportion of sex of new-born babies; to boost the health industry of reproduction.
11.To organize the work of providing aids and rewards to some of rural families implementing family planning policies; to coordinate with relevant departments in providing aids to families with difficulties in implementing the policies.
12.Undertaking other relevant work assigned by provincial government.
