Major duties:
1.To consist with national educational strategy, policies and rules, formulate and implement provincial educational polices, rules and regulations.
2.To formulate provincial education reform and development strategy and plan; identify the key factors, system, phases of education system reform.
3.To take part in designing budget for provincial educational fee, education funds, allocation, educational infrastructure construction; supervise the budget designing of provincial higher education universities and institutions; formulate the standard of tuition and report to provincial Price Department, provincial Finance Bureau and provincial government for approval; supervise the operation of projects regarding provincial educational assistance, loan and cooperation.
4.To supervise management of provincial higher education, graduates education, vocational education, primary education, pre-school education, adult’s education, remote education and online education, private schools (for diploma) etc. in charge of adjusting allocation of schools; exam set up, name changes, withdraw and adjustment of provincial higher education schools, normal high schools and middle level vocational schools etc. Exam the curriculum of provincial higher education institutions; exam text books of middle and primary schools; supervise educational reform and development of major schools and curriculum; supervise and support education in minority ethnic area; in charge of evaluation on provincial education.
5.To design qualification for teaching staffs; arrange further education and technical titles tests for teaching staffs; formulate the scale of teaching staff for educational institutions in the province.
6.To supervise and assist schools to bring up their own management staffs.
7.To supervise examinations for diploma of provincial higher education; formulate quota of the number of students each year for normal high school, higher educational school and technical secondary school; in charge of management of students’ registration of all provincial higher education schools; provide channels for job opportunities for graduates.
8.To supervise and guide the research on science, philosophy and social science in the provincial educational system; encourage the application and promotion of the research results, organize research on national or provincial key projects; supervise schools to build research base and laboratory.
9.To manage foreign affairs in the provincial educational system; encourage international educational exchanges and cooperation; in charge of information regarding studying overseas, foreign teachers, foreign experts and foreign students.
10.To in charge of collecting and analyzing educational information of the province; in charge of provincial educational information system.
11.To supervise association, institutions, foundations that attached to the provincial Education Department and provincial higher education institutions.
12.Working for Provincial Language Committee and provincial Diploma Committee.
13.Working for Provincial Education Working Committee of provincial Party’s Committee.
14.To fulfill other tasks assigned by provincial Party’s Committee and Provincial Government.
