Major duties:
1.Consisting with national policies, rules and regulations for science and technology development, design and implement provincial strategy and regulations for the development of science and technology; identify allocation for science and technology development and sites for preferential consideration.
2.To compile provincial middle and long term plan and annual plan; in charge of designing and implement plan for large scale science and technology research projects, research on applied science, key laboratory, research results promo, new products trial-manufacture.
3.To formulate and implement provincial science and technology reform strategy; improve provincial science and technology renovation system; supervise provincial science and technology system reform.
4.In charge of increasing channels for scientific input, optimize resources allocation, design budget and final accounting for provincial science and technology related expenditure; conduct macro-control together with other departments concerned on the provincial scientific work by means of economic measures, i.e. finance, credit and taxation.
5.To organize and supervise provincial fundamental researches and important research projects; in charge of authentication of hi-tech zones, hi-tech enterprises and new high-tech products; introduce new high-tech products to market.
6.To formulate plan for introducing science and technology products to market; in charge of awarding and protecting research achievements; put forward the development pattern and orientation of research institutions; supervise science institutions’ reform and reorganization; in charge of popularization of science to the public and map out plan for the popularization; finalize and supervise the mechanism of scientific popularization working committee, guide and coordinate the publicity work of science and technology, supervise private enterprises and intermediate agencies involving science and technology.
7.Working out policies for the appropriate allocation of human resources for science and technology research; select potential academician for China Science Academy and China Engineering Academy; supervise further education and training for officers that managing provincial science and technology system.
8.In charge of international exchange and cooperation of science and technology as well as regional cooperation with Hong Kong , Macao and Taiwan; be responsible for the introduction, absorbing and renovation of science and technology, in charge of importing foreign science and technology; manage technical assistance.
9.In charge of building up information system, statistics and periodicals of science and technology; support setting up science and technology agencies and service system for science and technology.
10.To guide and coordinate the science and technology work of provincial departments, municipalities, prefectures and institutions under Central government; assess the target-responsibility system centering on the first productivity for the leading group at all levels.
11.In charge of management of civil servants of the department and staffs of institutions that attached to the department ;guide the service work for the retired.
12.Undertaking tasks assigned by the Provincial Science and Technology Education Leading Group.
13.To fulfill tasks assign by provincial government.
