Major duties:
1.In charge of the disciplinary supervision of Chinese Communist Party in the province. Responsible for executing the decisions by the CPC Central Committee and Provincial Committee on strengthening the construction of the good conduct, discipline and clean governance of the CPC, safeguarding the CPC Constitution and all other internal regulations of CPC, inspecting the implementation of the courses, guidelines, policies and resolutions of CPC.
2.In charge of supervision on provincial government administration. Responsible for executing the decisions by the Central Government, The State Council, Central Disciplinary Committee, Ministry of Supervision, as well as CPC Provincial Committee and Provincial Government on the supervision on government administration. Supervising and inspecting the service departments and the working staff of the provincial government, the municipal and prefecture governments and the major responsible officials, on their implementation of the national policies, laws and regulations, national economy and social development plan, as well as the resolutions and commands by the State Council and provincial government, to secure the expedite chain of executive command.
3.Responsible for investigating and dealing with all the cases which CPC- member leaders violate the CPC Constitution and other internal regulation of the Party, who are under the administration of the CPC Organizational Department in the departments of the provincial CPC Committee, government, social groups and communities, as well as municipalities and prefectures, and Provincial CPC Committee. It is authorized to give or cancel the punishment to these party members; to accept and hear the accusation and plea of CPC members, and directly investigate and process those cases with high importance or complications which occur in the areas within the control of the lower level CPC disciplinary inspection authorities.
4.In charge of investigating and dealing with violations of national policies, laws, rules and regulations, as well as conducts violating political disciplines by the service departments of provincial government and the working staff, as well as the municipal and prefecture governments and the major responsible officials. It is authorized to give administrative punishment to dismiss the guilty official from the post or other punishments lower than dismissing according to the seriousness of the violation (legal proceedings will be applied for those elected leaders). It is authorized to deal with the plea not guilty by the supervised person, and the impeachment and accusation of the individuals or working units against the supervised person.
5.In accordance with the requirements of CPC Central Committee and Provincial Committee, it is responsible for safeguarding the decisions of the party disciplines, formulating the provincial education planning on the party conducts and disciplines, assisting other related departments to do the publicity and communication on the working guidelines and policies of the disciplinary inspection of CPC and to educate the party members to comply with party rules.
6.Cooperating with other related departments to do publicity and public communication on the guidelines, policies, laws and regulations of the administrative supervision, to educate civil servants to comply with rules and laws, and maintain clean governance.
7.Responsible for the research on the theory and other related issues of the disciplinary inspection of CPC; formulating the local implementation rules of the party discipline and policy regulations; participating in the formulation of the regional party regulations.
8.Investigating and researching on the policies and legal regulations constituted by provincial departments and local governments, to put forward suggestions of revise, amendment and cancellation on those items violating the national laws and harm national interest; changing or canceling improper decisions and regulations made by administrative supervision authority of the municipalities, prefectures and counties.
9.Working with the departments of the CPC provincial committee, departments of provincial government, provincial offices of central government, as well as CPC committees and governments in the municipalities and prefectures to manage the cadres of disciplinary inspection and administrative supervision in various departments and at different levels. Examining the candidates for leadership of the disciplinary commission (disciplinary inspection team) at the municipal, prefecture level and in provincial departments, as well as leaders of the administrative supervision bureau (division); responsible for the appointment and deposal of the leading cadres of the agencies known as disciplinary inspection teams (commissions) and supervision offices (divisions) in the departments with the exception of those cadres directly under the management of the provincial committee; organizing and directing the training of the cadres in the provincial disciplinary inspection and supervision department.
10.Responsible for organizing and implementing the cleanness and self-discipline of the cadres at leaders position above Section Chief in the province; implementing examination and supervision on the selection and appointment of leaders of provincial different level CPC committees and government departments; undertaking the daily work of Provincial Clean Governance Office and Provincial Civil Service Malfeasance Correction Office.
11.Responsible for the organization and coordination of the clean governance construction and anti-corruption campaigns.
12.Responsible for the assessment of the organization construction, cadres management and performance of agencies of disciplinary inspection and supervision organization in provincial departments (units).
13.Responsible for collecting and processing clean governance archives of those cadres directly under the administration of the province and assessing their performance in this field.
14.To undertake other tasks authorized or assigned by Disciplinary Inspection Commission of CPC Central Committee, Ministry of Supervision, as well as CPC Provincial Committee and Provincial Government.
