Major duties:
1.To implement the various laws, statutes and policies relating to national civil affairs; study out local regulations on Sichuan’s civil affairs work, organize the implementation and carry out supervision and inspection; make local civil affairs development planning and instruct the civil affairs legal system contingent building across the Province.
2.Be responsible for the registration and annual check-up of province-level mass organizations and public-run non-enterprise units; supervise their performance and deal with their unlawful practices; oversee and deal with unregistered illegal organizations who conduct activities in name of mass organization and public-run non-enterprise units; register and control mass organizations set up in Sichuan but by out-of-Sichuan people; instruct and supervise the registration work and annual check-up work of city(prefecture, autonomous prefecture)-level and county-level mass organizations and public-run non-enterprise units.
3.To organize and instruct the activity of supporting the army and give preferential policies to army-dependents; propose the criteria of preferential treatment, compensation and special assistance to people in need; work out the measures of compensation to the injured or life-lost state-organ workers; handle the verification, submission and recognition of martyrs and injured-in-work persons; evaluate the disability grade of veterans, state-organ workers, mass group workers, militia and laborers; verify the list of memorial structures for martyrs which should be under top protection and submit it to higher authority for approval; take care of the routine work of the two supporting activities. (supporting the army and give preferential policies to army-dependents; supporting the government and cherish the people).
4.Working out the resettlement policies plans for retired soldiers, senior soldiers transferred to civilian work, demobilized army officers, injured, infirm and disabled soldiers, retired army cadres and retired workers from the army and organize the implementation; formulate management regulations of sanatorium for retired army cadres; instruct the work of military material supply station in Sichuan; provide trainings to demobilized army men and develop both civilly and militarily usedl personnel.
5.To organize disaster relief work in the Province, inspect disaster situation and release disaster reports; allocate the relief goods and relief fund and oversee its usage; instruct the relief donations; take care of the routine work of the Sichuan Commission for International Disaster Reduction for 10 years; work out disaster reduction planning and organize the carry-out; conduct international cooperation in disaster reduction field.
6.To set up and implement the System of minimum living guarantee for urban and rural residents; draw up relief and assistance policies and criteria to different types of people in need and organize the implementation; organize and instruct social activities like supporting the poor and helping the difficult; examine and approve province-level donation-collecting benefit performance and charity sale.
7.To implement the Village (Neighborhood) Committee Organizing Law, study out the comments and suggestions to enhance and improve grass-root political power building; Instruct the village committee’s democratic election, decision-making, governing by themselves and supervising by themselves to promote the transparency of village affairs and grass-root democratic politic building; instruct the Neighborhood Committee construction in urban district; provide training to directors of village (neighborhood) committee; formulate community working and service management measures to promote the community development.
8.Study out marital registration measures, formulate local laws and regulations to reform old marital custom and practices; formulate running regulations on marital service units; be responsible for marital registration, foreigner-related marital registration and supervision and handle illegal marriage cases.
9.Draw out the general planning of administrative districts in Sichuan; be responsible for the set-up, cancellation, adjustment, name change, boundary change and government capital site changes of above-village-level administrative districts; examine and approve the orders and short names for cities, prefectures and autonomous prefectures.
10.In charge of the place naming work of Sichuan; examine and submit the naming and renaming of village-level-above administrative districts; release the standard place names; standardize the setup and running of place name marks; organize inspection on place names and be responsible for the final approval of standard place name information and materials; instruct the place naming work in cities (prefectures, autonomous prefectures), and counties (county-level cities and districts).
11.Being responsible for the boundary reconnoiter, coordination and submission work between Sichuan and neighboring administrative regions; organize and instruct the reconnoiter and management work of administrative boundaries; investigate into and handle with within-Sichuan boundary disputes; collect boundary reconnoiter information for submission and archive and compile materials of detailed administrative boundary lines.
12.To supervise the work for the old and be responsible for the administrative work of protecting legal right for special groups like orphans, disables and households enjoying five guarantees, formulate relevant policies, laws and regulations; map out the development planning of social welfare undertakings and facility standards of various social welfare organizations; study out the recognizing criteria of and supporting policies to social welfare enterprises and organize the implementation; recognize and macro-govern social welfare organizations; examine and approve public-run social welfare organizations; propose the development planning, distribution amount and management measures of welfare lottery(China Social Welfare Rewarding and Donation-collecting Lottery), run the province-level welfare fund, oversee and instruct the management and usage of welfare funds across the province.
13.Examining and approve cemetery application, promote funeral and interment reform, inspect and deal with illegal funeral and interment; instruct the development of funeral and interment enterprises and research and production of funeral and interment equipments.
14.To formulate local laws and regulations concerning child adoption; instruct the adoption work in the Province; take care of the registration of foreigner-related child adoption.
15.To draft local laws and regulations concerning the management of housing and repatriating the homeless; instruct and coordinate the work of housing and repatriating.
16.Being in charge of the development planning, finance and statistics work of civil affairs undertaking, instruct and oversee the managing and using of civil affairs expenditures.
17.To implment other matters designated by the Provincial government.
Function Adjustments:
1.Add the Working division of minimum living guarantee for residents (Chuan Bian Fa <2005>20), its function is: set up and implement the system of minimum living guarantee for urban residents; work out relevant policies to and criteria of persons who need minimum living guarantee and supervise the implementation. The same function in Division of disaster relief and assistance is cancelled.
2.According to the “Management on assistance to the vagrant and beggars in cities ” by the State Council and the “Implementation measures of management on assistance to the vagrant and beggars in cities ”by the Ministry of Civil Affairs, the function of “Draft local laws and regulations concerning the management of housing and repatriating the homeless; instruct and coordinate the work of housing and repatriating” in the Division of social affairs is replaced by “draft local laws and regulations of assistance to the vagrant and beggars in cities; instruct and coordinate the management work of assistance to the vagrant and beggars in cities”.
