Sichuan Provincial Bureau of Finance

Major duties:

  1. To formulate and implement Sichuan provincial strategies, policies and guidelines, medium-and-long-term development plan of public finance and taxation; formulate and implement allocation policies and reform program for public finance; participating in macro-economic analysis and forecasting, as well as important provincial macro-economic policy-making; provide policy advice on macro-economic regulation and balanced allocation of public fund; formulate the policies, systems for establishing local public finance system; guide provincial public finance work.

  2. To draft local laws and regulations on provincial public finance and financial and accounting management; formulate and implement regulations and rules on fiscal, financial and accounting management; manage the special national debts transferred -credited by the central government.

  3. To prepare the draft annual budget of the provincial government and organizing budget implementation; submit reports on the provincial and province level government budgets and the implementation to the Provincial People’s Congress and reports on the final accounts to the Standing Committee of the Provincial People’s Congress on behalf of Provincial Government; administer the public revenue, the extra-budgetary fund and the special accounts of the provincial government; administer other governmental funds; review the finance management system of the administrative units; formulate and regulate the implementation management measures on revenue and expenditure of all public financial items.

  4. Based on national taxation laws and authorization, draft, review and explain local taxation legal regulations and policies; keep contact with taxation administration as National Taxation, Local Taxation and Customs; conduct taxation administration work; propose adjustments on tax items, tax rates and tax incentives, including those temporary and special tax incentives that have a major bearing on the provincial finance; participate in local taxation system reform, and report the reform plan to higher administrative department jointly with taxation and other related departments; formulate and review policies on local tax reduction, exemption and tax incentives which are authorized by the central government; supervising all kind of tax reduction and exemption, as well as the returning of related taxation money to the treasury as well as issues of drawing from and returning to the treasury.

  5. Administering the provincial public expenditures; formulate and implement Accounting Regulation for Public Institutions and Accounting Regulation for Government Agencies; formulate and execute policies on government purchase; promulgating provincial uniform standards and policies of some expenditures; manage provincial budgetary non-trade-related foreign exchange of government agencies, public institutions and social organizations as well as budgetary balance of payment;; formulate and implement  formulate financial regulations on fundamental infrastructure construction.

  6. To execute and implement system for accounting management of social security funds; managing social security expenditure of provincial government; monitor the utilization of the social security funds; participate in the research and formulate policies on the basic life security of the laid-off workers of the SOEs and the lowest life security of the urban residents.

  7. To formulate and execute the guidelines, policies, reform plan, regulations and system, manage measures on the management of state-owned assets; organize the implementation of the capital clearance and assets checking and performance appraisal; organize the implementation the defining of the rights on the state-owned capital of the provincial level enterprises, the defining of the right and transfer of the state-owned assets of the enterprises, as well as supervising the handover of the revenue of the state-owned assets; responsible for the counting and analysis; directing and supervising the defining, checking and registration of the state-owned assets of the government agencies and public institutions; direct the assets appraisal; supervise the implementation of Operation Rules of Enterprises Accounting and related system on financial accounting.

  8. Administering and supervise the provincial government expenditures for economic development, provincial funds for economy and trade, agriculture and technological expenditure, the appropriation for provincial government financed projects; censoring the budgetary estimate, budget, and final accounts; supervising local financial institutions, such as local commercial banks, insurance companies, securities companies, confirming banks, etc., undertake the management of government foreign debts from foreign governments, World Bank, Asia Development Bank, Japan Bank for International Cooperation and International Agriculture Development Foundation; responsible for the appraisal and reporting of  and issue of large scale lottery  and implementation of “General Principles on Enterprise Accounting”.

  9. Managing the provincial accounting work; implementing laws, regulations and system on accounting, such as “Accounting Law” and “Standards for Enterprise Accounting”; formulate and implement measures and amended regulations on the national uniform accounting system; cooperate with related departments to manage the appraisal of professional title for accounting career people; responsible for experimental work of commissioned accountants; direct and manage the auditing conducted by private agencies; direct and supervise Provincial Registered Accountant Association; Organizing, clearing and consolidating agencies for economic documents.

  10. Responsible for supervision and inspection on the provincial finance, formulate regulations on finance supervision; supervise the implementation of laws and legal regulations, guidelines and policies for finance and tax; inspect and report those serious problems in the revenue and expenditure of the public finance; provide advice on strengthening financial management; deal with cases in which finance and economic regulations seriously violated based on legal procedures.

  11. To formulate scientific research and education planning of the finance administration; organize the professional training to the departments and staff; responsible for information and communication of the finance departments; directing the good governance and anti-corruption of finance departments, improve the clean government awareness of the civil servants and employees.

  12. Undertaking other issues assigned by the provincial government.
