Major duties:
1. The department carries out the principles, policy, laws and regulations of labor and social security, and systematic reform overall measures of labor and social security, and formulates and puts into practice the provincial development planning and annual planning of labor and social security undertakings.
2. The department formulates and puts into practice local laws, regulations, rules, and basic standard and formulates and puts into practice management rules for the policy service organs of labor and social security.
3. The department supervises and exams right of labor and social security, formulates supervision and examination measures for the provincial labor and social security, supervises the work of supervision and examination organs of labor and social security in the province.
4. The department formulates the policy and measures to stimulate employment in urban and rural areas, makes development plan for the labor market, builds service system for employment, formulates plan, policy for the settlement plan of the state-enterprise laid-off workers, basic living guarantee and re-employment, carries out the plan for re-employment subject, formulates and puts into practice management measures of professional introduction organs, formulates management policy for citizens going out for work and foreigners employed in the province, formulates management measures for related organs involved in introducing Chinese employees to foreign companies and representatives, formulates certification management measures for the foreign intermediary organs involved in introducing labor forces, information and training business.
5. The department formulates the operation measures for national standard and industrial standard of professional clarification, professional skill, establishes attestation system of professional qualification, formulates evaluation policy of professional skill, formulates development and management measures for technical schools, employment training centers and professional training organs set up by social forces, formulates plan and policy for the skill training of current enterprise staff and workers and the re-employment training of laid-off workers, formulates rules and policy and measures for training, reward of professional and skillful worker, and rules for skill competition games, formulates measure ways of labor preparation system, offers guidance for improvement of teachers qualification of technical school and professional training organs, formulates development plan and evaluation and system for teaching materials of technical school and professional skill training center.
6. The department is responsible for drafting and supervising local laws and regulations for readjusting labor relations, organizing to implement labor contract and collective contract system, drafting and organizing to implement measures to settle and arbitrate labor disputes, accessing and promulgating the fixed number and quota of labor standard in the province, drafting working time of enterprise workers and staff, leave system and protective policy of specific labor of minor workers, responsible for settlement for policy consideration and job distribution work, taking part in selecting model workers of national and provincial enterprises.
7. The department is responsible for drawing up micro-policy of workers’ salary of enterprises in the province, the relevant policies of enterprise salary guidance, adjusting policy of industrial salary and the payment allocation policy of state-owned enterprises operators, assessing salary volume of provincial enterprises and salary standard of competent leading leaders, drawing up and perfecting and supervising guarantee system of macro-salary of enterprise workers.
8. The department is responsible for drawing up, organizing to implement and supervising the policy and basic standard of endowment insurance, unemployment insurance, medical care insurance, industrial accident, and social insurance for birth, formulating the policy of replenishing pension and medical insurance of organs, public institutions and enterprises, and formulating practice measure to qualify the responsible organs for replenishing insurance, accessing and confirm relevant organs’ qualification for undertaking replenishing insurance.
9. The department is responsible for collecting, payment, management, operation of social insurance fund in the province, putting forward suggestions on budget and final accountings of social insurance fund implementing administrative supervision for the social insurance fund management, formulating the management regulations of the responsible organs undertaking social insurance, and practical measures to qualify fund operational qualification in the province, formulating and organizing to implement planning to set up service system, social insurance in the provinces.
10. The department6 is responsible for statistics, gathering information of labor and social insurance, establishing information network of labor and social insurance in the province regularly promulgate statistical information and prospective report of labor and social insurance.
11. The department is responsible for scientific research, application of scientific result, and development plan and standardization of labor and social insurance,
12. The department is responsible for leading the building of spiritual civilization and the style of the party to be honest for labor and social security system and guiding the work of social organs relevant social organizations such as academies, associations.
13. The department is responsible for international exchange work and cooperation in the provincial labor and social insurance field.
14. The department is also undertaking other tasks assigned by the provincial government.
