Major duties:
1. To implement construction-related policies, work out principles, policies, regulations, development strategy and long-term and mid-term programs for provincial urban planning, village and township planning, village and township construction, building industry, fitting-up industry, real estate, survey and design consulting industry, public utilities, scenic spot construction and rural energy development; manage on construction industry.
2. To guide provincial urban planning, village and township planning, urban survey and public project survey; guide and supervise the implementation and management of provincial urban planning; be in charge of examining urban planning and township planning and submitting relevant reports to higher authorities for approval; assess historical cities and supervise their preservation, and submit relevant reports to higher authorities for approval; examine overall land-exploitation planning.
3. To implement national standards, national general quotas and industry standard quotas of project construction; formulate regional standards of project construction; make and publicize provincial general quotas; work out standards of construction, indexes of investment estimate, quotas of construction period, quotas of construction land, and management system of project cost; supervise the implementation of standards and quotas of various construction projects.
4. Managing the construction industry in the province; manage and guide construction activities in a comprehensive way, standardize construction market; guide and supervise the accession of construction market and indoor fitment market, and project control and management, guide project quality, supervision and examination, and project safety; draw up regulations and rules of project survey, design, construction and supervision as well as regulations and rules for managing relevant social intermediary organizations.
5. To manage project consulting agencies in the province, set up accession of project survey and design market, guide and standardize project survey and design market; manage the quality of project survey and design; examine draft designs of housing and its attached facility, tentative designs of auxiliary circuit, pipeline and equipment items as well as draft designs of public projects; approve project blueprints and start of construction; supervise tender offer and bidding of projects.
6. In charge of implementing basic projects, including key projects; handle the routine work of the leading group of Sichuan Key Construction and Electricity Construction.
7. To supervise the management of urban and township construction, instruct in the field of urban water supply, drainage, natural gas supply, heating, public transportation, construction of civil facilities, gardening and city cleaning; guide urban planned water consumption, water saving, underground-water exploitation and protection within planed urban districts as well as ecological comprehensive improvement and supervision on urban construction, guide the construction of urban rubbish and drainage treatment facilities, and flood-prevention facilities .direct the planning, designing and constructing of small 8. In charge of managing housing and estate industry; supervise the compensated transfer of ownership and the exploitation of urban land; guide and standardize the estate market and house construction and urban housing system reform.
9. In charge of managing, protecting, programming and constructing scenic spots in the province; examine and submit relevant reports for approval to higher authorities on major construction projects and short-term construction programs within national important scenic spots; in charge of bio-diversity protection within planed urban districts and scenic spots; assess and submit relevant reports for approval to higher authorities on scenic spots, natural world heritages and natural &cultural heritages on and above provincial levels; be responsible for protecting, inspecting and managing natural world heritages and natural &cultural heritages in the province.
10. To draw up scientific &technological development programs and technological &economic policies of construction industry; organize research of major scientific &technological subjects and promotion of researching achievements; supervise promotion of bulk cement.
11. To manage external cooperation of construction industry, instruct enterprises and institutions to explore foreign construction market and estate market, organize and coordinate construction enterprises to undertake international contracted projects and construction labor cooperation; direct and coordinate investment introduction within the provincial construction system.
12. To implement earthquake-proof design quotas for buildings and the attached facilities, and public civil projects; instruct exploitation of underground space in the province.
13. To participate in executing special inspector regulations on major construction projects.
14.To formulate professionals fostering and education programs for construction industry and its implementation; supervise scientific &technological professionals training, professional post evaluation and professional qualification managing; instruct and supervise associations and institutes of construction industry.
15. In charge of affairs of the Department and directly subordinate institutions concerning staff management, salary, finance, audit and management of state-owned property; be responsible for the party’s work and discipline inspection within the Department and its directly- subordinate institutions; direct the construction industry to handle its work concerning ideological and political affairs and spiritual civilization .
16. To undertake other tasks assigned by the provincial government.
