Major duties:
1.To implement national guidelines, policies, laws and regulations on transportation; draft the development policies, regulations of the road and waterway transportation for the whole province, and hence supervise its implementation.
2.To compile the strategies, mid or long-term plans and annual plans for developing provincial road and waterway transportation according to the national general layout, and supervise the implementations; be in charge of the auditions and information guidance for the provincial transportation.
3.In charge of the management of road and waterway transportation business of the whole province, cultivate the road and waterway transportation markets, safeguard a fair competitive order of the transportation business; instruct the combination and coordination of the urban and rural transportation for both passengers and cargoes; instruct the structural optimizations and balanced development of local transportation business; exercise necessary controls on emergency passenger and cargo transportation related to disasters, risks and warfare, etc.
4.To manage the provincial road and waterway transportation, safeguard a fair competitive order of the transportation business; implement the construction of national and provincial highways and waterways projects; supervise the construction projects of provincial and local transportation.
5.In charge of the maintenance, management and fee charging of the provincial road and waterway infrastructures, manage and coordinate the tolls for roads, bridges and tunnels in the province as well as the setting up of the toll gates.
6.In charge of the supervision of provincial waterway safety, the inspection of ships and waterway equipments, communication navigation, emergency salvation, agent business of ships, management overseas ships and cargoes; be in charge of seaport, management of waterway channel and sailing infrastructure; be responsible for the training and management of sailors and sailor’s license issuing.
7.To implement the national scientific polices related to the provincial transportation carry on the transportation counting, quality, technology standardizing and regulation formulate the scientific policies and technology standards, organize the scientific research and development of major cases, promote the scientific innovation and progress in this field.
8.To instruct the systematic reform of transportation business and management of the transportation special business licenses.
9.To supervise the construction of spiritual civilization in transportation business, anti-corruption construction, business regulatory, and employee teamwork construction; to guide the personnel forecast, education , training and labor healthcare, be in charge of the personnel management, labor salaries and institution planning.
10.In charge of the foreign affairs of provincial transportation, instruct the utilization of foreign capital in transportation, carry on international, provincial transportation cooperation and intercourse.
11.Coordinating with the departments concerned to formulate and implement economic policies related to transportation.
12.To manage and instruct the public securities on stations , ports and navigation.
13.In charge of the warfare preparation in transportation.
14.Undertaking other tasks assigned by the provincial government.
