Major duties:
1.To carry out and implement relevant rules and regulations, and organize and draft out the relevant measures and normative documents, as well as take the implementation ; draw out provincial policies ,developing strategy and medium and long-term program of water resources and marine lives.
2.Managing provincial water resources (including air water, surface water and underground water); to organize and draft out provincial water resources development strategies, valley and specialty programs; draw out and supervise the implementation of provincial inter-prefecture and city’s medium and long-term plans of water supply and demand and water allocation ; organize the provincial reasoning work of water resources and flood control for provincial macroeconomic plan, city planning and important construction programs ; to organize and the implement water-drawing permit system and water resources fee system; to release report on provincial water resources ; to direct the plan and the implementation of the provincial water efforts and the net of water stations.
3.To study out the policy on economical use of water, organize the program and standard of the planed and economical use of water; provide guidance to the planed and economical use of water.
4.To draw out the planning of provincial water resources protection according to the concerning state laws and regulations on resources and environment; organize the demarcation of functional water areas and exercises control of discharge of wastewater to potable water areas and other water areas, monitor the quality of water of rivers, lakes and reservoirs, review and approve the wastewater loading capacity of water bodies, and make proposals on the limit of wastewater discharge, look through the wastewater settings to lakes and rivers.
5.To direct provincial water administration supervision and law enforcement; handle affairs related to the mediation of inter-prefecture (city) and inter-sector water disputes; investigate important water cases and carry out punishments.
6.To formulate economic regulatory measures for the water sector; carry out macroeconomic regulation, management, supervision and audit of funds utilization of water resources ; provide guidance to lower levels on water supply ,hydropower, water lives and multi-industry ;study and propose economic regulation on water pricing, taxation, credit and financial affairs; provide supervision and guidance to water sector on prefecture and city level about management of state-owned assets．
7.To draw up and examine suggestion documents and the feasible study report of the large and medium-sized capital water construction projects; look through firstly the initial design of the large and medium-sized water construction projects; organize and direct management and development of provincial rivers, lakes ,bayou and river dykes; organize the construction and management of the key controlling and inter-prefecture(city) water works; organize and direct the monitoring and management of safety of reservoirs and dams of hydropower stations; organize and guide safety management in city flood control operations.
8.To direct provincial rural water conservancy work; organize and coordinate provincial water infrastructure construction; guide provincial township water supply.
9.To organize and implement the local electricity management in duty scope. to provide guidance to water sector on management of electricity stations and wires.
10.In charge of provincial aquaculture; draw out the fishery protection plan, and supervise the fishery environment; manage hydrophilous animals natural reserves; to be in charge of hydrophilous animals epidemic prevention and domestic quarantine ; handle affairs related to the mediation of fishery disputes, and investigate important fishery cases and carry out punishments; organize and direct the safety monitoring and management of fish boats and fish ports.
11.To organize province-wide water and soil conservation, and formulate plans on engineering measures for water and soil conservation and organize the implementation; organize the monitoring of water and soil losses.
12.To handle water-related science and technology ,foreign affairs and economic affairs; draw up and supervise the implementation of technical quality standards, specifications and codes for water sector; direct water-related intellectual property affairs, and handle foreign affairs relating to economic and technical cooperation within water sector.
13.To guide the construction of personnel and service system; direct labor safety protection and safe production within the province-wide water sector.
14.To undertake daily works of the Headquarters for Flood Control and Drought Relief of Provincial Government; organize, coordinate, supervise and direct the province flood control and drought relief work.
15.Undertaking other works assigned by the Provincial Government.
