Major duties:
1. To work out provincial agriculture and rural economy development strategy, mid-term and long-term development program and annual plan, formulate and implement agriculture development program.
2.To formulate agriculture industrial policy, instruct rational adjustment of agriculture industrial structure, rational allotment of agricultural resources and improvement of agricultural products’ quality; put forward policy-making proposals concerning price adjustment of agricultural products and means of production, circulation of agricultural products, rural credit, revenue tax and financial subsidy to agriculture, organize the drafting of regional laws, regulations and rules concerning agriculture.
3.To put forward suggestions and proposals to deepen reform of rural economic system; in charge of constructing agricultural social service system, agricultural information system, rural collective organizations and cooperative economic organizations; stabilize and consummate basic economic management system and policies in rural areas, to adjust interest relations in rural areas, to guide and supervise reducing farmers’ burdens and transferring the right of use of farmland.
4.To stipulate guidelines and policies of agriculture industrial management, to work out construction and development programs of agricultural product market system, improve integration of pre-production, production and post-production; organize “vegetable basket project” and carry forward construction of market system of agricultural production means; put forward proposals on import and export of major agricultural products;forecast and publicize rural economic information about supply &demand of agricultural products and production means.
5.To handle the work of zoning agricultural resources, developing eco- agriculture and sustainable development of agriculture; instruct the rational exploitation of farmland, pro-farming beach, pro-farming wet-land and rural regenerate resources, supervise the protection and management of agricultural specie resources.
6.To make programs and policies of agricultural research, education, training, technology popularization and relevant personnel fostering, organize the implementation of “vitalizing agriculture through science and technology” strategy; organize selection and implementation of agricultural scientific research items and technology popularization items; guide the developing of agricultural professional technique.
7. To formulate agriculture industrial standards and organize their implementation; in charge of supervision over, attestation and management of agricultural products’ and green-food’s quality, and protection of new agricultural plants; be responsible for theselection, check, experiment, demonstration and popularization of seeds as well as quality monitoring and examination of and supervision over agricultural materials such as fertilizers, agricultural chemical and agricultural plastic film etc; organize to register domestic production and import of seeds, seedling, agricultural chemical and fertilizers, etc.
8.To map out strategy, programs, plans and policies of economy and society development for farms, organize the selection and implementation of major construction projects; guide structural reform of farm-economy; to manage farms and state-owned land in farms; to take charge of production of green-food and South-Asian exotic crops, and management of survey and design of agricultural projects.
9.To formulate drafts of regional laws and regulations concerning plant epidemic-check and make relevant standards; to supervise plant epidemic-check in the province, release epidemic information, guide and organize to exterminate epidemic diseases.
10.Undertaking inter-governmental external affairs in the field of agriculture, organize relevant economic and technological exchanges and cooperation with foreign countries.
11.To supervise institutes subordinate directly to the Department to handle their work; in charge of affairs concerning personnel, salary and authorized strength in accordance with authorization; guide agriculture-related social associations to handle their relevant work.
12.Undertaking other items assigned by the provincial government.
