Major duties:
1.To carry out and implement state principles,policies and laws concerning the improvement of forest ecological environment, the protection of forest reserves and the land forestation, draft out provincial measures and organize the implementation ; study out relevant local forestry regulations and rules, improve forestry policies and management system.
2.To draw out the mid and long-term programs and annual plan of provincial forestry development; direct and coordinate the decrease and increase of forest resources and the implementation of rational use program; to manage and supervise the forestry construction fund and other compensated fund.
3.To organize and conduct the afforestation and the close of mountains for forest conservation ; organize and direct the prevention of soil erosion and desertification and sand prevention by biological measures such as planting trees and grass; organize and guide the program and construction of engineering items, such as forestry base, afforestation, natural forest resource protection and forest returned from farmland; direct the construction and management of state-owned forestry center(nursery),forest parks and local forestry institutions; organize and coordinate the implementation of forestry items using foreign aids and fund; guide and supervise the renewal of log-cutting forest.
4. In charge of provincial forest reserves; be responsible for the infrastructure construction concerning the protection and management of forest reserves; organize the investigation, dynamic inspection and statistic of forest reserves; guide and supervise the management and utilization of forest reserves; draw up forest cutting quota and make it known to lower levels according to the prescriptive authority, and supervise the implementation of cutting quota system and the cutting, transportation, operation and processing with certificate of forest and bamboo woods; to manage woodland and the wood rights; to look through the expropriation and conversion of forest and report it for approval, and supervise the development and utilization of forest; to coordinate the important problems between forest industry enterprises and relevant departments or local governments during the process of production shift and structural reform.
5.Being responsible for the protection and rational development of terraneous wild fauna and plants resources; to be responsible for the construction and management of provincial natural protection areas concerning forest and terraneous wild fauna and plants; to organize and coordinate provincial protection of wetland; to look through and report for approval for the import and export of forest parks and endangered species; to be responsible for the management of state and provincial protective terraneous wild fauna, rare trees, rare wild flora and the export of its products.
6.To formulate the working program of provincial forest fireproof and organize the implementation; organize and direct the provincial prevention, control and quarantine of forest pest; be responsible for the investigation and punishment of forestry administrative cases and the construction of forestry law enforcement system; to guide the efforts of forest public security organs, and manage forest public security organs.
7.To make research and give economic adjustment proposals on provincial forestry industry development; supervise and manage forest resources and assets; to guide and supervise the finance and accounting and auditing of provincial forestry system.
8.To direct the cultivation of all kinds of ecological public welfare forest, scenic forest and commerce forest, including usable lignum, commercial forest, firewood wood, officinal wood, bamboo and special purpose wood.
9.Being responsible for the international exchanges and cooperation within forestry system; provide guidance to the forestry science and technology and education and the construction of provincial forestry industry ranks; be responsible for the management of department’s officials and the leading cadres of the directly attached units, and guide the service to veteran cadres of the department and the directly attached units.
10.To undertake the daily routine work of the Provincial Afforestation Committee and Provincial Protective Forest Fireproofing Headquarters.
11.To undertake other works assigned by the Provincial Government.
