Major duties:
1.To implement state development strategies ，guidelines and policies of domestic and foreign trade and international economic cooperation and foreign investment, and research and study out provincial development policies, local rules and regulations of domestic and foreign trade ,international economic cooperation and foreign investment; draw out commerce development and annual plans and organize the implementation.
2.To carry out and implement guidelines and policies of commercial distribution, breed and develop rural and urban markets, promote the restructuring of the commercial distribution sector and the improvement of such modern distribution modalities such as chain store operation, modern logistics and e-commerce.
3.To carry out and implement state policies for regulating the market operation and distribution order, breaking up market monopoly and regional blockage, set up and improve an integrated, open, competitive and orderly market system. monitor and analyze market activities and commodity supply and demand, organize the adjustment of market supply of main consumer goods and regulation of the distribution of major means of production.
4.To formulate local rules for commercial distribution and service; investigate important issues of commercial distribution and proposals on policies; to be responsible for the coordination of chrysalis silk and the supervision and management of wine , auction pawn affairs ; be responsible for the pig slaughtering work.
5.To carry out state measures for the regulation of import and export commodities , catalogue and import and export quota policies; draft out and issue import and export commodity quota and organize the implementation.
6.To execute state policies concerning trade in technology, import and export control, and policies encouraging the export of technology and complete set of equipment; supervise technology import, equipment import, export of domestic technologies subject to state export restriction and re-export of imported technologies; manage export licenses pertaining to nuclear non-proliferation.
7.To organize and coordinate the work pertaining to anti-dumping, countervailing, safeguard measures and other issues related to fair trade for import and export, establish a fair trade warning mechanism for import and export; organize industry impairment investigations; guide and coordinate provincial efforts in responding to foreign antidumping, countervailing, and safeguard investigations and other issues concerned.
8.To carry out state foreign investment policies and reform program, and direct the provincial foreign investment efforts; analyze and study province's foreign investments developments and submit information concerning the developments and the corresponding proposals to the Provincial Government on a regular basis. draw up and enforce foreign investment policies and reform schemes, participate in the formulation of mid and long-term planning and development strategies for foreign investment utilization; to examine and report to the upper level the establishment and changes of foreign-invested enterprises with foreign input exceeding the state fixed amount, or engaged in restricted business areas, or in businesses subject to quota and license administration; to verify the contracts and statutes of large-scale projects with foreign investment and their major subsequent changes particularly stipulated in relevant legislations according to the laws; to supervise the enforcement of laws, regulations, contracts and statutes by foreign-invested enterprises; to guide and manage province-wide efforts in attracting foreign investment, promoting investment and examine and approval of foreign-invested enterprises ,as well as and import and export efforts; guide and coordinate state-level economic and technological development zones in the province and export process zone; be responsible for the audit of provincial foreign investments the managing situation of foreign-invested enterprises .
9.Being responsible for provincial foreign economic cooperation efforts; formulate and implement policies and regulations on foreign economic cooperation, guide and monitor the regulation of overseas contract projects, labor cooperation and designing and consulting businesses; work out administrative measures and specific policies guiding provincial overseas investment; to look through and approve provincial companies to invest in and set up overseas establishments (excluding financial companies) as well as overseas processing trade programs and supervise their operation; make liaison with foreign countries and the Hong Kong Special Administrative Region (HK SAR), Macao Special Administrative Region (Macao SAR) and Taiwan ; carry out China's foreign aid projects; manage the grants and donation to the Province by UN, international organizations and foreign governments .
10.To carry out and implement the economic and trade policies, mid and long-term trade program and management rules to Hong Kong, Macao and Taiwan; supervise provincial economic and trade institutions to conduct economic and trade activities with Hong Kong, Macao and Taiwan.
11.To draw out the managing measures on all kinds of trade fair, exhibition and exposition overseas; manage and supervise all kinds of trade fair, exhibition and exposition within the territory of China in the name of Sichuan Province.
12.Being responsible for the press release and propaganda of provincial domestic and foreign trade and international economic cooperation and foreign investment, and take the consulting information service; to direct the construction of information network and E-commerce relating to provincial commerce affairs.
13.Being responsible for the development of commercial organizations overseas and their staff recruit and management; direct the work of the guilds and chamber of commerce .
14. To undertake other works assigned by the Provincial Government.
