Major duties:
1.To carry out laws and guidelines for art and culture of Party and state, research and study out provincial policies, local rules and regulations of culture efforts, and supervise the implementation.
2.To draw out the provincial culture development strategy and program; to direct the reform of cultural system.
3.To formulate the provincial culture industry development program and policies; to direct and coordinate the development of culture industry; to design and direct the construction of important cultural establishments.
4.To manage provincial literature and art efforts, to guide the artistic creation and production; to support its representative nature, demonstrative nature, and experimental nature of all kinds of art; to encourage the development of each kind of art, as well as supervision of nationwide large cultural movements.
5.To manage the cultural markets of the Province , and study the developing currents of cultural markets , draw out the development plan of cultural markets; to organize and direct the examination of cultural markets and manage the issue and show of films.
6.Managing social culture efforts of the Province; to draw out the development program of social culture efforts and organize the implementation; direct and coordinate the construction and development of all kinds of social culture causes.
7.Being in charge of libraries of the Province, direct the construction , development and utilization of books and literature; improve the networking, standardizing and modernization.
8.Being in charge of cultural relations with foreign countries, and with HK, Macao, and Taiwan.
9.Managing cultural relics and museums of the Province.
10.Undertaking other works assigned by the Provincial Government.
