Major duties:
1. Authorized by provincial government and following “Corporation Laws of the People’s Republic of China”, “Provisional Regulations on State Assets Supervision and Management in Companies” and other related laws and regulations, fulfill the duties as share-holders; put forward, on the basis of research, the guidelines and policies and plans regarding the reform of state-owned enterprises; speed up the building of modern enterprise system; be responsible for guiding the reform plans and management of state-owned enterprises at provincial level; strengthen the centralized guidance over the reform and management of state-owned enterprises in the province; to supervise the ensuring and increasing of the value of assets of the supervised state-owned enterprises; strengthen the management of state-owned assets; to push forward the strategic readjustment of the layout and structure of state economy.
2.To dispatch supervisory board to the supervised enterprises on behalf of the provincial government; be responsible for the day-to-day management work of the supervisory board.
3.To check on, appoint, and remove the leaders of the companies in which the Commission has shares and to reward and punish them according to the economic gains and losses; to build the personnel system that conforms to the socialist market economy and modern enterprise system; establish the mechanism of both encouraging and restraining entrepreneurs.
4.To establish and perfect quota system for ensuring and increasing the value of state assets; establish standards for assessment; supervise the functioning of the state assets of the supervised enterprises by means of statistics and audit so as to guarantee that the value of state assets be ensured and increased and protect the rights and interests of the share-holders.
5.To supervise the income of the capital of the supervised state enterprises and draw up plans for the budget of state capital and its execution.
6. Authorized by provincial Party Commission, to be responsible for the assessment, appointment, removal and management of the leaders in the state-owned enterprises at municipal and prefectural levels.
7.To draft local laws and regulations of state assets management and establish related systems; to supervise and guide by law the management of state assets owned by municipal and prefectural governments.
8.Coordinating the issues of the relations between local government and central government enterprises or enterprises in other provinces in the process of reform and development.
9.Undertaking other work assigned by the State Assets Management Commission of the State Council and provincial government.
